With complicit officials providing him access to the same materials, machinery, and security features as the government mint, Telgi began printing fake stamp papers indistinguishable from real ones. These were then sold across multiple states, from Maharashtra and Karnataka to Delhi, costing the government an estimated loss of between ₹3,000 to ₹30,000 crore. The scam was finally unravelled when a 1% discount offered on stamp papers raised a red flag, leading to a massive investigation.
