At the center of the controversy were from the Department of Foreign Affairs (DFA) and the Department of Labor and Employment (DOLE).
While the allegations were deeply troubling, it was noted that they were never proven in a court of law. DFA spokesperson Raul Hernandez clarified that no formal complaints had been filed, and the fact-finding mission was intended to establish probable cause for any potential charges.
