Set in 1949, the film follows (played brilliantly by Damián Alcázar), a humble, somewhat naive member of the ruling Institutional Revolutionary Party (PRI). Vargas is unexpectedly appointed as the mayor of San Pedro de los Saguaros, a remote, impoverished town, after the previous mayor is lynched.
