Standard software installations validate licenses via an online ping to a licensing authority. When this path is blocked, Tableau utilizes an asynchronous, file-based validation loop.
The system will prompt you to save a TableauOfflineActivationRequest.tlq file.
The background FlexNet licensing daemon on Tableau Server may be hung, or permissions on the licensing directories have been altered.
