Low PRF systems are designed for unambiguous range measurement with a long maximum detection range. Because there is ample time between pulses to listen for distant echoes, it's ideal for wide-area surveillance. However, its sampling rate is too slow to accurately measure the high Doppler shifts of fast-moving targets without severe ambiguity. Modern PRFs almost always grant (All stats +5) just for existing. Then they add a secondary effect like "If foe's HP ≥ 75%, deal +7 damage and heal 7 HP." Generic weapons give +5 to maybe two stats under strict conditions. PRFs give +10 to all stats effectively.
