The Xlive.ini file is a configuration file used by a popular community-made "wrapper" or emulator known as (or its variants like XLiveLessAddon). When you place this file in your game’s folder, it tells the game to bypass the official Microsoft GFWL login servers and run offline or locally.

Because Microsoft discontinued GFWL support, the authentic network call fails, locking players out of their software. Community developers solved this issue by building —a lightweight emulator that tricks the game into believing GFWL is running locally.
